First take a marshmallow and spread a little bit of frosting on both flat ends with plastic knife. Press one flat end of the marshmallow on the rounded side of a wafer cookie. Then press a chocolate kiss down on the other frosted end of the marshmallow.

You can decorate each clown by making a face, a collar, and so forth using the writing gel and any other decorations you want to make available.
