Make a perfect ice-cream scoop (about 2/3 cup ice cream per scoop) using an ice-cream scooper. Freeze the scoops in individual dishes for 30 minutes.
When the ice-cream scoops are hard, roll them first in the low-fat milk and then in a shallow dish (such as a pie pan) filled with the flaked coconut. Each snowball can be topped with a plastic birthday candle holder and candle. If desired, snowballs also can be decorated with plastic Christmas trinkets or decorations. Green decorator frosting (in a tube) can be used to make a couple of leaves stemming from the candle holder.
