Instructions
In a large pot, cook and stir the ground beef, celery, onion and green pepper until the vegetables are tender. Drain grease from pan.
Stir in cabbage and water; cover and cook over low heat, stirring occasionally, until cabbage is tender, about 10 minutes.
Stir in milk, cheese, flour, salt, nutmeg and pepper. Heat to boiling, stirring constantly. Boil and stir 1 minute, then serve.
